Experience

  • Jim Irizarry has spent more than three decades serving the residents of San Mateo County. For the past 13 years, he has served as Assistant Assessor-County Clerk-Recorder and Assistant Chief Elections Officer, helping oversee one of the county’s most complex and essential departments. In that role, Jim has worked alongside the department leadership to modernize election systems, improve property assessment processes, and ensure the public receives reliable, transparent services. His experience includes helping manage 35 elections and closing 13 countywide assessment rolls while supporting a team responsible for vital records, elections, and property data that impact every community in the county.

  • Jim believes property tax policy must balance fairness for homeowners with the financial stability that supports schools, local services, and public safety. He will uphold the protections of Proposition 13 while advocating for modest, responsible reforms that support housing affordability, particularly for seniors and younger residents struggling to enter the housing market. As a Board Certified Property Tax Appraiser, Jim understands the complexity of California’s property tax system and is committed to ensuring assessments remain accurate, transparent, and fair.

  • Over the next three years, Jim will focus on three core goals: strengthening election security, improving property assessment transparency, and modernizing public services. His plan includes investing in technology that improves service delivery, expanding digital access to county records, and ensuring residents receive timely responses when they interact with the Assessor-County Clerk-Recorder’s office. By building on the department’s strong foundation, Jim will ensure San Mateo County continues to lead the state in professional, efficient public administration.

Innovation

  • Election systems must evolve to meet modern challenges. Jim will continue strengthening cybersecurity protections and modern election infrastructure to safeguard San Mateo County’s vote-by-mail system and election operations. His experience managing major election cycles gives him the expertise needed to protect voter data, ensure ballot security, and maintain the trust residents place in the county’s election system.

  • Jim helped implement the county’s state-of-the-art Assessor Property Assessment System, a modern platform that improves the accuracy and efficiency of property assessment data. He will continue investing in secure digital systems that allow the county to manage property records, election data, and public documents more efficiently while maintaining strong data protections and transparency for the public.

  • New technologies have the potential to improve public services when used responsibly. Jim supports thoughtful expansion of artificial intelligence and digital tools that can increase efficiency, reduce administrative delays, and improve how residents interact with county services. Any technology investments will prioritize security, transparency, and the protection of sensitive public data while ensuring government remains accountable to the people it serves.

People First

  • Every voter deserves the ability to participate in the democratic process independently and confidently. Jim has worked closely with disability advocates, nonprofit organizations, and underrepresented communities to expand accessible voting options and voter education. These partnerships ensure that San Mateo County’s elections remain inclusive and that every resident has the opportunity to have their voice heard.

  • Strong public institutions are built through collaboration with the community. Throughout his career, Jim has worked with local organizations, civic leaders, and community groups to ensure government services meet the needs of residents. He will continue strengthening these partnerships to improve voter outreach, expand access to county resources, and maintain strong connections between the county government and the communities it serves.

  • The Assessor-County Clerk-Recorder’s office serves residents at critical moments; from property ownership to elections to vital records. Jim believes these services must be delivered with professionalism, transparency, and efficiency. By investing in staff training, modern systems, and improved communication tools, he will ensure residents receive responsive and reliable service whenever they interact with the county.

Jim has served San Mateo County for more than 30 years in public administration and elections management. As Assistant Assessor-County Clerk-Recorder and Assistant Chief Elections Officer, he has helped lead one of the nation’s most innovative election and assessment departments.
